the rich pay about the same percent as they did in 1960, the difference is that middle income people pay a lot more in payroll tax than they used to. This also ignores the matching tax for the employer which in one way or another comes out of the employee's pocket.
There are two options here, reduce payroll tax and cut programs or raise the payroll tax upper limit to match the current benefit levels.
I think inevitably the latter option will be chosen, hopefully they also allow the pensions to at least be invested in something productive instead of sitting in general revenues.
