it does not with usual household use, and even eating teflon will not do anything, it's inert.
burning it will release some of the chemicals you listed, but in a pan the amount of tefoln is so low even then nothing really dangerous will happen.

it starts leaking chemicals and creating fumes at 150 °C, and it becomes nasty at 300 °C, on a flame stove that is easy to reach.

I just use stainless steel or cast iron, they get a better sear than non-stick and clean up pretty easily with a brillo pad or wet kitchen towel.
