Charlotte is 35% black lol. A lot of southern cities are segregated, but there are far less black places for OP.
I think something like Manchester, New Hampshire would be almost no black and pretty conservative. New Hampshire is probably the most conservative state in the northeast, even though I'm sure that's changing due to the Bernie stank drifting over from Vermont. Others to consider: Spokane, Scottsdale, Norman (Oklahoma), San Antonio, Lincoln (Nebraska).
