These people rely on expert opinion, soundbites, and word of mouth to form their opinions -- anything but their own research.

I the people are only as misinformed as the head of state misinforms them. Average IQ, at least in Europe and North America, are sufficient to comprehend cause and effect, unless someone is allowed to disrupt the factual premises that the people are told to work under. That's essentially the role that the mass media plays; you mentioned Edward Bernays -- lying to the public doesn't happen by accident.

It would be nice if people didn't have to lie, but many people are unwilling to modify their behavior in light of evidence that contradicts their worldview. There's scientific and biological reasons for this.
The government is thereby forced to lie to pacify the publics' irrational demands.
The public are lied to because the real reasons are either too dificult to understand, covert, immoral or any other sorts of reasons. The public care more that the end result benefits themselves than the means to achieve it.
This is similar to a CEO lying to their employees for inspirational purposes. In such case, the end results manifest itself in higher wages, higher stock capitalization, etc.

A little off topic but I've noticed what is certainly a Jewish tactic in media. Something I only see Jews or people close to them do.
Any time you see an article or social media post criticizing anti-immigration people, they quote the right-winger and then leave no rebuttal. Like a free-standing quote with no comment after it. They often quote things that aren't retarded or edgy but sensible and backed up with facts, I'm guessing they do this empty quoting to bamboozle the reader into thinking that it deserves no comment.
It's like a Jewish trademark and I wonder where it comes from.

Full stop. That's the crux of the issue, but you're not getting it. A mass of the populaion requires leadership; if they have moral leadership, they reflect the morality they see modeled. As the Chinese say:

Immoral leadership came about from the public at large.
Immoral leadership then subjugates and manipulates the public at large.
Both are to blame.
It's similar to advertising.
One could argue advertisers shapes the public perception of the self negatively to boost sales.
But one could argue the other way, where the public has intrinsic weaknesses, are overly emotional and require material purchases to create social bonds.
You can compare it to the drug dealer and the drug user.
One is at fault for dealing the drug and the other is at fault for needing the drug.
