Belgium is something like that. There are other countries like that too. "Germany" wasn't a thing during most part of the modern era, it was just a bunch of smaller kingdoms and whatever that shared some similarities (like language) and some were part of a bigger empire.
This whole nationality/state thing is relatively new-ish and kinda arbitrary.

Portugal has historically had its independence from Spain for a long time. The Iberian peninsula was home to 5 major kingdoms in the pre-Spain: Aragon, Castile, Navarre, Grenada, and Portugal. After the union of Castile and Aragon through the Marriage of Isabella 1st and Ferdinand the 2nd. After this Union Spain became a strong force of Conquest and Catholicism, quickly Conquering the weaker Kingdoms of Grenada and Navarre, leaving the only formidable force in their way of world domination: Portugal. there may have been a war or 2, but for the most part, Spain has remained in the same shape since the ancient birth of the nation
