That doesn't follow given the orc's abilities. They multiply at a ridiculous rate and, when in large numbers, are able to influence the universe around them (ie. making broken junk actually work as weapons or tools). So given their numbers and powers it makes sense that they would be able to spread in every direction at insane speeds, leaving no areas untouched. It doesn't mean they were at it for long compared to other races

Nope orcs were created by Old Ones to fight Necrons (when they were still alive) way before the rise of Eldars: warhammer40k.wikia.com/wiki/Orks.

Necrons were defeated and were inactive for all those millennia, while Orcs prosperated.

Actually as for the Fantasy lore they were BROUGHT by Old Ones as spores on their space ships so in Fantasy they are actually the oldest race.

Technically the Lizardmen are, or at least the Slann, since they were created first by the Old Ones, beofre the War in Heaven and the Orks and all that.
