Make an enclosure in the very corner of the map, as small as the game will allow. Then fill it with penguins (or just one will do if money's tight).
The penguins are the Jews of the zoo and they pull the strings behind everything. There are no paths leading to their enclosure, no buildings or other enclosures directly adjacent to theirs.
All they do is watch and rub their greedy little flippers together as the madness unfolds.
