duhm? The cheapest water (carbonated) i've found is at Lidl, 0.19€ for 1.5L, meaning it's barely 0.07€ for 0.5L.
Meanwhile beer is about what you say, can be as low as 0.35€ for 0.5L.

In stores, you can find 0.5L can of beer for less than 1 Euro, but in restaurants/bars it's always ATLEAST 2 Euro for beer.
