Does it matter if he meant nothing? The song is like a vague narrative. It's told just after the start and before the middle of the story. You get the establishment of the two characters and told where they're headed and that's it.
I think there's a lot of power in the mystery he leaves around what the hell these characters are doing and why. It's kind of fatalistic and hopeless feeling, but it's like you're just tossed those emotional cues from the narrative and you're never told where they came from or how they resolve. It's an unconventional way to tell a story, but I think it's really beautiful nonetheless and it's amazing how much he can do with so few words.
On a surface level, that's what I take away from it, but it's probs also a proxy for other shit that was going on in Dylan's life too. He refers to himself as "the thief" in a couple of his songs, but that's just speculation.
