How do you even stitch that shit back and what kind of thing would require such a procedure? A tumor? I've heard people saying it's for misaligned jaws or some crap but couldn't that be fixed with braces or something less brutal?
Braces fix teeth, not jaws. They literally wire your jaw back together, you can't eat solids for a long time.

It has to be an extremely severe overbite, like one that causes pain or difficulty chewing. I'll be getting something similar, but on my lower jaw soon, but mines due to cosmetic reasons.
