I don't even get what you're saying, mutations that occur in a parent's gametes will have the biggest impact on an individual, and in turn their gametes will be more likely to have the same mutations. Intelligence exists in blacks, eugenics can progressively filter out the dumb ones.

In my own life I have noticed that whites and asians tend to be more intelligent on the whole, but have some notable exceptions who are fucking dumbshits.
South asians tend to be capable of being smart but it is reliant on a good upbringing.
Blacks are a toss up. A lot of them are dumb, especially the fresh immigrants, but there are exceptions who are on par with the smarter whites.
Then the real mixed bag is the mudslimes. I have met some that only knew how to snackbar, and some that could make calc 2 their bitch.
Overall race does play a big part but in every race there are people with great potential if they actually have the right environment and don't spend all their time on the pussy money weed train.

Race and economic status correlate greatly in the U.S. and I think that's having a large influence on these charts. There's generally a higher percentage of educated Asians compared to Whites, etc. I wouldn't be surprised if there were slight differences in IQ between races but we don't actually have proof of this and we aren't aware of any evolutionary factors that would case this.
