You can pack a virus INSIDE an archive, and you can ATTACH a virus to an archive EXECUTABLE, but the virus INSIDE a non-executable archive file can't be triggered by the extracting helper program (i.e. 7zip, winrar) until it's extracted and you execute it then

No, because JPEGs just contain data about pixels, their colors, picture format, orientation and a few plain text fields for name of camera, exposure and some other text based meta-data.
In other words, no "helper program" that you NEED to DISPLAY i.e. a JPEG *expects* executable code within a picture. The picture viewer can't execute code by reading the text in those meta-fields. It'll either ignore it and just display the first bunch of characters (as those fields are very limited in length) or plain crash as the sides haven't given the helper program "instruction" how to deal with it.

Remember: a program is nothing more than a series of instructions: "if user does x I do y, if I encounter situation a I do task b"
If no instructions are given for a specific situation, it fails with " I don't know what I'm suppose to do now" and 'quits', if the programmer hasn't built in a "if error X, return to start" (sort of) fall back.
