It's not "hier" it's "her" short from the word "herüber". So "komm her" would be the phrase. You pronounce the "her" much like the "her-" in front of heritage.

Don't listen to all those non-german fags, OP. Its either "Komm hier rüber" for an informal approach, or "Entschuldigung, würden Sie bitte hier her kommen?"

Notice the "Sie" as opposed to no pronaun which implies a "du".

As already mentioned "her" is short from "herüber" what means "over here".
"Darüber" would mean "over there" usually with a showed location.

"darüber" or "über" means "over it" or "over" as in on top of.
you can either say "Komm rüber" which means "come over" as in to my house or you could say "komm her" which just means "come here".
funnily enough, both "her" and "rüber" both come from the long version of "herüber", bit no one says that anymore
