Pele is considered GOAT by more people than any other player. Diego Maradona is the only player that is seriously considered as a potential GOAT besides Pele. I guess it seems like Maradona's GOAT claim has gotten stronger over the years, he retired 20 years ago and it takes a long time for anyone to seriously acknowledge GOAT claims. For example, Lionel Messi and Cristiano Ronaldo are both currently being talked about as potential GOATs but because they're still playing nobody really mentions them as actual GOATs yet.
David Beckham was a very good player but never considered GOAT level by anybody. His celebrity is based partly on his quality as a player but also his media personality; he married one of the biggest female celebrities of the mid-to-late 90s and made career decisions that were based equally on business and pure footballing reasons. He also comes across as the sort of person that it's hard to dislike, he is perceived as extremely hard working as he put many more hours in on the training ground than his peers, he spent the majority of his career at the two biggest-supported clubs in the world, played over 100 matches for England as well as captaining them for many of those matches, and according to many females is a very good looking man. I think it's admirable in a way that he managed to make the most of a great natural ability that definitely doesn't quite put him on the level of Pele, Maradona, Messi, Ronaldo, Cruyff, etc etc.
