Rome realized they needed to hold public officials accountable to a higher standard, not a lower one, to preserve any sense of faith in the leadership structure. what they got was pretty much what we have now, a guy rules for ~6 years, then is taken out of office, and replaced with a guy who will rule for ~6 years until he has to go, but don't worry, because the next guy will surely do better, he had the same job has that first guy before he was emperor, but he did a better job of it.
