No, we should keep them out altogether. What value do those packets provide? They're just an unnecessary drain on the national infrastructure. ISPs are forced to accept these packets and give them equal priority, so valuable and productive packets suffer as a result. Of course, this results in higher costs for the ISP, which are then passed on to you. You're literally paying for freeloaders to come in and rob productive packets of their livelihood.
