I've used the freeware Daz Studio. You have to buy content but you get basic models and manipulation controls for free. It's a large program and it feels a little clunky to me but it works pretty well

Daz isn't really a draw posing program, it's for 3d rendering projects. That's why it's so big, it's got a lot of shit you just won't be using if all you want is a poseable doll. But it's still good for that purpose.
