hint: if you can't get the bolt cutters to cut a bolt because it's hardened steel.. heat it to red-hot with the oxy-torch i mentioned and let it cool slowly. takes the temper out of the bolt.

best gear depends on your style
a classical bank robber, a cybercrook, a daytime home burglar, an amazon package thief, a carder etc are all modern thieves but use vastly different techniques requiring vastly different tools and skillsets

Stealth, and gear that someone could carry in a bag. The targets would be industrial facilities.
