Phantom Menace could of been a masterpiece with changes. It's CGI was pretty fantastic for the time, as a 3D artist I often use it as reference. Episode 2 wasn't fantastic, but I think it's because there was a huge amount of CGI in comparison and there was probably tight deadlines and budgets. Episode 3 was also absolutely remarkable.
