Making it stick. You can slap together a charging instrument in weekend but to get an indictment you need to bring the charges to a grand jury.
While you CAN go to a GJ unlimited times, in a big case like this I'm sure it's a realistic worry that a leak could fuck it all up.
So if the FBI turns over their reco that she is to be indicted, they (the DOJ--assuming King Obama's finger is not on the scale) have to then take that reco to a GJ and make their case there.
The FBI wants their investigation to be totally thorough and the DOJ would too. They will only get one shot at Crooked Hillary.

Discouraging political representation is not something the United States does. Despite the fact that what Hillary did is detestable, considering the politics of the situation, its not enough of a sin to endanger her bid to the presidency. This is a kind of trick that the government would pull in pseudo-democratic countries like Iran. If the clerics don't like a candidate, they'll find some obscure but viable law to throw him out of contention. She has supporters nationwide that believe in her and want to cast their vote for her. This would rustle some jimmies if her campaign was cut short by an email scandal. I hate Hillary as much as the next guy, but is a few misplaced emails really enough to erode the democratic values of the United States? I don't think so.
