It's honestly really easy to decipher because the true text is legalese mumbo jumbo with nearly every pundit having a different "take" on it.
But we're consistently moving in the direction of more authoritarianism so it's obviously going to be used in that direction. Full scale purchasing and selling of our info. More paid on internet services....
however, it's only a problem if vpn traffic is blocked, so we'll see. But if that's what happens it's really gonna blow and the internet wild west culture is basically over. And the spreading of free info/data online is probably going to be severely curtailed.
