The concept of law didn't change. What changed was honesty about war. This was a pragmatic change occasioned by the unfortunate combination of democracy and mass communication.

His criticism is potentially valid.
Plenty of universities are full of useless little shits who aren't really interested in knowledge or ideas, or in being challenged. If university is treated as a degree-mill by some students, then it devalues the institution for everyone.
Of course there are good students, students who are interested in thinking and learning, and who are intellectually curious. But there are two problems: universities don't primarily serve such students, and self-motivated learners can learn without university.
The real problem with Peru's criticism is that he's not an example of the good type of student.
