Here's an accounting identity balance equation. Private Sector + Public Sector + Foreign Sector = 0
With no change in Foreign Sector, Public Sector deficits lead to Private Sector Surpluses. When the private sector has a surplus, the economy grows. The larger economy of tomorrow will pay for the debt of today. Nobody gives a shit about balancing the budget. Deliberately causing a public sector surplus (that is, cutting spending programs while collecting more taxes) would receive so much economic outcry due to the financial collapse in the private sector.
Tl;dr At this point in the game, a public sector surplus is disastrous for the economy, and must be avoided. Keynesian economics have trumped Austrian economics loooong ago, user, whether anybody likes it or not when they stop to ponder it all.
