I would have to say America. The typical ar15 pattern rifle is the Honda civic of guns and is so endlessly modifiable and customizable and available chambered in every type of bullet imaginable.
If I could have whatever I wanted it would be an ak47. I have no idea why, I just like them.
That question is hard to answer because "the best" can only be determined if you know the purpose, the conditions, and many other potential factors (weight, reliability, repair, etc.). The AK-47 and AK-74 are very reliable in a wide range of situations. They are heavy, have heavy ammo, harder to clean, etc. The AR-15 and others in this series are lighter, have higher rates of fire, are accurate and easy to clean, but not as rugged and have issues in some adverse conditions (cold, high humidity, etc). The Czechs make excellent weapons.

Used an ar-15 in adverse conditions a ton, army fag never had alot of issues, ive heard the ak's reliability is way overblown as well tho personally never used one. but stress test vids seem to have the ar-15's generally come out on top
