Imagine a child who believes they can do no wrong. When they're punished, they seethe with hatred for the authority punishing them, regardless of what they did or how deserved the punishment is. Then they complain to anyone who will listen about how the authority figure is stupid, a bully, a hypocrite, only working on half the story, etc., and how they are innocent and being treated unfairly.
Now imagine the child is an entire ethnic group.

From my experiences, this describes basically everybody who hates cops in developed countries.
When shots are fired, law abiding citizens are thankful for those guys in uniform who are actually running TOWARDS the gun fire, while Tyrone hates them because he's the one who just fired the weapon and is about to go jail for murder.
