2pac is overrated as fuck, he never put out an album that was more than a 7, don't get me wrong he has some classics, a lot of potential and he was an icon for a lot of amazing artists, but he never was able to make an album as good as his contemporaries.
Biggie in the other hand was able to put out a much cohesive and overall better material.

My consensus? Biggie is the better rapper and has more consistent song-writing. 2Pac is great at times too but his more "conscious" ideas are let down by a lesser rapper and an inconsistent attitude. Perhaps to good effect, but it can be odd to hear the guy who did Brenda's Got A Baby also do a song called Definition of A Thug Nigga and get himself into beef.
