because we don't really need it as we have automated orbital vehicles to supply the ISS, which by the way is equipped with a pressured cabin to accommodate human passengers if necessary.

it doesn't make sense at all as japan definitely has some of the most sophisticated and reliable launch systems, H2 and such, which is why the HTV exists in the first place.
again, there is no reason why we can't send men into space ourselves when we are sending automated pressured vehicles to the ISS. it's all about necessity.
