The story is he's full of shit! Bret Hart was scheduled to win the match and retain his championship in his home town. His contract was gonna expire and he wasn't planning on resigning with the wwf. He was supposed to win at the pay per view and lose the title the next night on Raw, instead after an hour long match Shawn Michaels locks him in the sharpshooter for real and Vince McMahon who was standing at ringside told the bell ringer to ring the bell and announce Shawn Michaels as the new champion. Then Bret spits in his face and causes a big scene.

I really don't think it was a mistake.
It set up the attitude era too perfectly, Giving Vince so much heat to this day fan still hate him for it.
