Biggest problem to housing is actually rent control and lack of tax incentives. Because of rent control, builders (like Trump) can't profit from building low income housing. If you read Art of The Deal you see Trump complaining that he would build more low income housing if there was no rent control. He also wanted more tax incentives for builders.

No. Interestingly without rent control, there would be a market for low income housing. Developers would be able to carve out their niches. Big-timers like Trump would be able to build for all niches. Small-time developers would be able to start small and work their way up similar to how Fred Trump did.
Anyway, more rent control isn't the answer. Landlords are PAYING tenants to move the fuck out because they want to be able to charge market prices. And since costs are high and rent is only allowed to go up 2% in NYC (for 2-year lease renewals) then landlords can't maintain their buildings since the rent doesn't reflect market prices. So liberals complain that their buildings suck.
Rent control is counterintuitive but good luck explaining to blacks and illegal immigrants who don't speak English that rent control is bad for everyone.

Black people are the REASON the neighborhoods are bad. They don't maintain their properties and when everything falls apart they expect somebody else to fix it for them.
