So is the くる just there to imply that the information was learned elsewhere? Or is it the "learned and have maintained knowing this up until the present" type of thing?

Could I have a short/very basic explanation? It's kind of frustrating cause I know the meanings of てくる but I'm just not sure which one fits the context here. If I at least know what it's trying to imply I can get a much better feel for it later as I read.
