I'm not sure, they might be different developers working on different projects. The facebook page (Fallout 4 New Vegas) has some promising looking alpha footage. With NV music and radio.
Whoever did 4's engine did a great job, it's definitely a huge upgrade from 3 and NV
You should. Dead Money is great, even if it's goddamn hard. I don't think any of the DLC sucked, Lonesome Road was pretty linear.

Ah, I gotcha. Most of New Vegas DLC is lore heavy, long and really just grindy. They can be arduous to finish and get a good sense of what's happening.
