I don't understand the っとる part, what kind of grammar is this and what does the sentence mean as a whole? Is he using archaic grammar or another dialect or something?
>another dialect It's a derivative of 言っている. I'm sure it's from some regional dialect but it's so widely used that I don't know where exactly it's from. As a whole the sentence means "I'm talking about you." Maybe you want to pick up some other manga if it's to study Japanese.
