イギリスの公共放送BBCによりますと、3日午後10時すぎ(日本時間4日午前6時すぎ)、ロンドンのテムズ川にかかる「ロンドン橋」の上で、車が突然、暴走し、歩行者を次々とはねました。
イギリスの警察は、けが人が出ている可能性があるとしています。
また、警察は午後11時すぎ(日本時間4日午前7時すぎ)、「ロンドン橋」の近くの市場でも事件が起き、現在、対応をしていると発表しました。
「ロンドン橋」の近くで事件を目撃したBBCの記者は電話インタビューで、「白いワゴン車が道を外れ、歩行者のほうに向かってものすごいスピードで走って行った。複数の人がけがをしていた」と話していました。
現場はロンドン中心部のテムズ川にかかる橋の上で、周辺には歴史のある教会や博物館があり、観光客にも人気の地域です。
BBCは現在、橋の付近一帯の通行が規制され、近くの地下鉄の駅も閉鎖されていると伝えています。
イギリスでは今月8日、EU=ヨーロッパ連合からの離脱交渉の進め方を最大の争点に総選挙が行われることになっています。
また、イギリスでは、先月、中部のマンチェスターにあるコンサート会場の近くで、22人が死亡するテロ事件が起きたほか、ことし3月、ロンドンで男が車で歩行者を次々とはねたあと、ナイフで警察官を襲い5人が死亡するテロ事件が起きたことから、警察などはテロに対する警戒を強めていました。

I don't understand the っとる part, what kind of grammar is this and what does the sentence mean as a whole? Is he using archaic grammar or another dialect or something?

It's a derivative of 言っている. I'm sure it's from some regional dialect but it's so widely used that I don't know where exactly it's from.
As a whole the sentence means "I'm talking about you."
Maybe you want to pick up some other manga if it's to study Japanese.

Is there any purpose using っとる and not ている? Is he just trying to be funny by using that grammar? It's the first time I've seen it and I can't find much about it on google
