It's just propaganda for their own people. They clearly want to show that they're doing something to deal with the whole terrorist issue, even if the situation on the ground doesn't allowed them to.
In reality they are awfully overextended and can't mount more than one medium-scale offensive a time. Presently much of their strike force is still struggling to maintain the Palmyra area. They have stabilized it a bit recently, and they've been seen redeploying parts of the strike forces to the Tabqah region.

Lets stay on topic. Eskom ceo says no more cuts. Independent power producers have been licensed and are picking up on generating the gap that has developed in eskoms supply capacity. Eskom are in long term decline. Their generative capacity has been declining since 2008. The reason power cuts only started after 2012 is that the recession hit industrial demand - i.e. the economy shrank so much that the shortfall in eskoms generative capacity was not an issue till 2012/13
