The Marines led by General Mattis took Fallujah before. It was a tough fight when those brave men took it from Hussein, but they did it. Then went on to take the whole country in - what, a week or so?
It isn't the Marines' fault that they were ordered by NEOCON politicians into combat. Armed Forces' go where they are told and do what they are ordered to do. And Marines did what Marines do - they kicked ass, then kicked more ass.
So then, many Trillion dollars later, we gave Iraq back to a weak government and weaker Iraqi Army.
So the ISIS assholes walked in like they owned the place and took almost the whole country with nothing but conviction and aggressiveness. The (US - trained and equipped) Iraqi Army promptly folded - almost like they didn't give a shit for their jobs and therefore had no backbone.
Now Iraq, with a fuckton of expensive US air support and ground-support and special ops, is trying to RE-TAKE Fallujah from ISIS. After ISIS has systematically killed all of the men who once lived there, of course.
Not saying we should re-send troops to Iraq. Not saying that at all.
Quite the contrary - we need to get the hell out unless we plan to stay there forever and get even deeper in debt.
NEOCONS want your sons to go and die for Israel. Again.
