your problem is that the USB voltage is 5V but the fan is designed for 12V.

Just buy a wall wart that outputs 12V, there are tons of those out there for cheap

The circuit would be in parallel, so it wouldn't increase the voltage. It would increase the current/amperage.

It also depends a lot on if the power supplies are isolated or not. Really cheap USB power supplies generally aren't so even if you do put them in series, you'll just blow one of them up as they'll be sharing a common ground.

Simplest is buy a "wall wart", or plug in power supply as most call them, and output +12v. You can however make a "boost" circuit or use a boost IC to make up the voltage. The cost however is going to be a lot more than a wall wart or transformer and rectifier.

Also, your PC have 12v inside. Use that. If however you're using a small USB wall charger the you're fucked. Go by an LED power supply for $2 on eBay.
