There is no universal criteria for an absolute best so you have to have a context if you ask that question.
I would say that music production as an industry is much stronger in Japan than in the West due to the high standards they have for music in every medium as opposed to the homogenous shit you get here.

japan has some of the most interesting music acts, but i'd say outside of a handful of noise rock/pop bands they're pretty standard. they're not directly comparable either so there's not much point in saying one is better than the other. i do enjoy a lot of j-pop too but it's mostly because it's a different kind of bland compared to what we get over here.

The biggest flaw by far in Japanese music is how much they are just trying to be Western music. Did you know it was controversial when the first Japanese rock band starting singing in Japanese? Japan has a lot of potential in their music and I love quite a bit of it but ultimately they try too hard to be derivative.

And to answer your question, I find that japanese music tends to focus on creating a melody that sticks to you, where as american music looks for a beat (this is kind of a recent trend). Its most noticeable when you compare the popular music of the two.
