Not really, industrial was conceived to be barely a genre. Same as apocalyptic folk. Which is ironic, because purists that will say only 70-80s industrial is real industrial probably never seen the Industrial Records catalogue and claborations, since it was even more out there than just adding some bleeps and guitars.

So what, Death Grips and HANL are industrial music? You're gonna end up including a good chunk of noise rock artists with a definition like that.
Also, industrial music doesn't need drums for it to be industrial.

Yeezus is also industrial hiphop, yes. As is Meat Beat Manifesto, Mark Stewart, Dälek, clipping. etc
if that's the extent of the definition i would argue that no it's not really a genre
but in reality the definition has more to it
