So...what we have left are 1, 2, and 3.

But, even for the sake of argument, even if the water somehow makes it to two, it will drain into #7, which has a hole...so the water will never fill up #2. Because it will never fill up, cup #1 will never fill up.

There is only ONE way in which cup #1 can be the correct answer: If the water flowing into cup #1 is faster than the flow allowed by the two exit points. If a pipe allows x gallons/minute of flow, and cup 1 fills at 3x gallons/minute, cup 1 will fill first.

Since we don't know the flow, the answer is either cup 3 or cup 1.

i mean, if you want to get technical it depends on the rate of flow from the tap and the volumes of each cup. If the rate of flow is very high then cup #1 could overflow and you'd all be wrong.
