Not really. Irish is the official language of the country, not English. There are sections of the country that speak only Irish. You have the right when dealing with any government employee to do it entirely in Irish. It would be very hard for the EU to make up rules about that, considering Belgium has lobbied the EU for so long to make loads of rule protecting threatened/minority languages.

You only have to speak one of English or Irish and that's about it. If you scrape by in pass level Irish you can get in. Then they teach you to parade about in Irish, but that's only a few key words.
