Because Putin needs them to keep Ukraine destabilized. Never was there any sign of separatism until Putin needed there to be separatists. Then all of a sudden highly organized and well equipped separatists seemingly appear out of nowhere.

Russia today is modeled after the Russian Empire with its nationalistic causes and broadening the definition of what it means to be a Russian to better assimilate the already diverse groups Russia has within it's borders.

It's trying to position itself as the alt-Europe that rejects cultural Marxism and favors assimilating other groups into the fold rather then appeasing them and doing it their way.
