Hard one, lots of good names that sooner or later fuck up.
But I'll go with CE Project. While Bethesda made Wasted Potential 4: The Fallout game! they beat them into the fantasy genre with a great piece that was sold greatly, was well received by consumers and critics and all with half the over-hyped of the other game, and is a much smaller team from a former 2nd world country.

They create mediocre games and are the fucking Satan of publishers with their despicable DLC practices and also somehow manage to make all the other dev games to look the same as theirs. Star Wars is never going to have another good game until Disney dies in the year 4,403.
Paradox comes close in second. Seriously, 58 DLCs for your game? What? The game actually gets interesting after the 3rd expansion DLC?
