In South Korea, to fire a office worker (normally middle management class) company use various indirect method like removing his desk or giving absurd job(a person leading a project get a job to repair telephone cable).

Legally formal layoff is quite tricky and company have to give more money to fired person.

So the company enforces voluntary quit by humiliating workers.

It is one of the reason people prefer large government funded company or public servant which don't have to worry about layoff,

That's just what happens when incompetent people make labor law
I bet they don't even care, they just want a system close to what they have in the US and use all kinds of harebrained legislation in their power

And if he gets fired he gets the maximum amount of compensation.

This happens in Brazil too. I was a system analyst in Carrefour and they put me to clean the shelves and work as a cashier for 10 hours a day.

Pretty sure to some extend this is normal in every country that has higher employee rights.
Stuff like removing your desk etc. will not happen here, but if someone is really incompetend and not willing to quit his job the boss will of course try to make him leave. Here it would be give him stupid jobs, retarded deadlines for projects etc. etc.
