"Nigga" is far different because it is often used colloquially, and involves people saying it to one another. There are no mechanics for reclamation in place for "bitch" in hip-hop. Generally, at least. "Bad bitch" is an exception, but that's been spearheaded by women anyway.

Nigger is considered a highly offensive and racist term (in the public eye) due to all the history behind it. If Taylor called Kanye a nigger it would be very obviously seen as highly offensive and racist.
