This impression was largely intentional. In the public eye, Goebbels plays bad cop to Hitler's good cop, dealing with more vulgar and negative aspects of the message so that Hitler could remain a pure and positive figure.
Privately, Goebbels' antisemitism also had a much more violent character than Hitler's.
