Have you confirmed the ballot was recieved and valid? If it wasn't, you can go to the local board of elections (county level usually, might have multiple offices if you're in a populated area) and pick up a new ballot, or cast a provisional ballot at a polling place on election day.
However, provisional ballots are NOT counted, unless the margin of victory is small enough that provisional ballots might change the result. Mail in ballots are NOT provisional -- MAIL IN BALLOTS ARE ALWAYS COUNTED, JUST LIKE NORMAL ONES.
