No, it wasn't a good joke, just a gag. It's just a reference to Arnold becoming governor, not build up, no explanation, nothing. I fail to see what's funny in this.
Schwarzenegger had already been governor four years when this movie came out, it was almost completely dated. I remember thinking this was a lazy and irrelevant joke when I saw it in theaters.
