Not really movies and they're not planning on using most of the characters in the movies iirc. Maybe small parts in Infinity War Part 2 or Spiderman Homecoming but that's it.

Kingpin and Kilgrave are definitely the two best villains in the MCU though.

There have been no good villains in the DCU.
And the only memorable villain in DC movie history is Joker. And Ledger had to die in real life for him to be memorable.

He was proto-Ward. Ward is best MCU villain outside of Kingpin. Hive AKA WardFinalForm.jpg is third best.
