The Welsh traditionally spoke a Celtic language. Celtic languages are Indo-European hence Celts are White. The only Indo-Europeans who are not White are those who don't look European enough, like Farsis and North Indians. But the Welsh clearly look European. Hence they are undoubtedly White.
