That seems like a bad idea. A lot of people already suspect that the US government is responsible for ISIS and for those who don't, there are plenty around them who will say so.
You mention things like biological weapons, major chemical weapons, nuclear arms, etc. If they really had the ability to produce these in any useful capacity, they would represent an existential threat. The logical reaction to the first attacks would probably be civilian mobs breaking into government offices and killing everyone they find.
