Actually I think Magneto should be higher on the list because he does in fact have motivations as good as the X-Men's, in a sense. Ironically, he's just mutant Hitler, but actually has a point since mutants are demonstrably superior to humans in a Darwinian sense.

Guts is more empathetic and Griffith is more driven by his goals in life. Guts doesn't really have any motives aside from 'REVENGE' but he's kinda taken a step back with it.

I think it's a lot easier to dislike Griffith and like Guts because of Guts being the protagonist.

Ganondorf belongs in mid-tier. He's filling the role fate has cast him in, just like Link and Zelda.
Joker belongs in high-tier. He was made the way he is by one bad day, and seeks to change society by proving how close everyone else is to being just like him.
